Nigeria cancels billions in refinery maintainence

I'm not sure I understand. Nigeria canceled a $1.8 billion project to conduct some DESPERATELY needed refinery maintenance. But I don't understand. What is the reasons for canceling it? I mean, the real reasons. They are importing billions in fuel because their refineries are in such disrepair. $1.8 billion is chump change compared to what they must be paying out.

Didn't they give reasons? maybe something even more urgent came up? Can't imagine what that would be, though.
