Trump could have used the EPA to keep up with the rest of the world in renewable. Instead, he pulls out of the Paris agreement, kills the science, research.....and lets China sit in the driver's seat.

Easiest way to solve a problem is to deny its existence. To that end, by catting the funding into research on environmental causes of childhood illness, the EPA will no longer need to take action against polluters based on the findings of these studies.

So in other words, NCER just hands out grants to other groups that do the studies. How many different departments within the EPA to hand out money?

if they were outsourcing it, I don't see reason for their existence

This is a remedy for the ridiculous overlap that exists within government. There are so many agencies tripping over each other. Inefficient.
