This obviously means that they are done buying oil for their SPR since that is what they were doing all this time. They have as much oil as they can store and have futures bought and paid for that will fill up whatever space is left. They just need to post less collateral for the futures  at higher prices so they announced what they had already done in order to raise prices so they can free up cash..
