This is the ultimate "Bums for votes disease"! The dems want to get the deplorable's votes (at least what they think are the deplorables). You see, they figure, if they give all the bums an excuse to stay home from work AND keep getting paid, they'll vote against the guy that says go back to work and vote for the guy that says they can stay home and recieve a fat check every month sufficient (I have to be careful with big words like sufficient) to buy beer, weed, food and gas.
