Who is the ultimate authority?

With regards to a nation, who is the ultimate authority?  Government is supposed to be the ultimate authority.  However, government has been eroded by big business interests with the infiltration of government by big business cronies.  This has resulted in ballooning government debts that do not benefit it.  Debts are something that governments should not have due to their real powers.  The only reason why these debts are allowed to be there is to weaken governments and enslave most of the people in the interest of a few who are using the system to their own benefit fully.  The government is not debt helpless. The whole monetary system is nothing but an information layer that is supposed to facilitate efficient allocation of goods and services. However, if it's constantly abused by those who should maintain and administer it, it's no wonder it starts to malfunction. 

The American debt is nothing but a monetary expression of the unsustainability of the global economy.
