China Picks Wind Projects with Lottery

Fun fact: there is so much wind power capacity in some parts of China that the grid cannot take anymore, so a city has come up with the idea of a lottery to pick which already approved wind farm projects will actually get built. Smacks of that December problem with the gas demand and lack of transport infrastructure. And they are losing massive amounts of energy because of something called wind curtailment that aims to make sure the grid can cope with the juice that comes from the farms. Slow down, perhaps?

I'd like to know how expensive wind power is when you factor in that they are only using a fraction of the installed capacity.
