Just a week after its energy minister said the cut agreement can be extended yet again, now the Kuwaiti petroleum company is saying they are planning a huge expansion of their tanker fleet and, of course, a production capacity boost. I sense the word "capacity" is used as a diversion, honestly. Iraq's building capacity, too. And everyone seems to ignore these plans because demand and cuts. Right.
