Carlsbad + 19 CB April 27, 2018 read last month that the Russian and Chinese actually fled the refineries because they thought they might collapse. As i wrote in my last thread, refining capacity of venezuela is in shambles and it will be tremendously unlikely to recover it soon. and russians and chinese are not able to endure and support this task definitely, at least until they see safeguards for their investments.
