If the reserves may or may not be recovered economically, then it makes perfect sense for the owner to extract revenue from someone else's wishful thinking. In actuality, this is not much different from a futures speculator selling a contract of crude oil to someone who believes, or wishes, that that the value will be greater at a future time.
