That must be an ultimate judgement. If Venezuela is propping up your economy its in dire straights indeed. I glanced at some of the history. Cuba has been liberalising of late, although not enough it would seem, and the arrangements with Venezuela have been in place a long time. In fact Venezuela use to send a lot more aid but, of course, has been having its own problems. The aid has declined massively, hence some of Cuba's problems. Interesting article though..

Cuba could have achieved more prominent and more worthy of praise results shall Fidel Castro had closer watch on food coupon or rationing system that he co-created out of kindness/generosity to his people and imposed less drastic impact on private ownership. Under Castro, Cuba has been impressive in science known to Spanish readers but less known to the world; monopolized world championship, especially in Volleyball, for years; impressive in trades and government earnings/ownership; military camaraderie or compatriotship etc.

Venezuela, under Maduro, could probably do better than Cuba, shall he is firm enough to make it. He could get the most famous and pride products of Cuba, cigar and whisky (if not mistaken), for FREE in return of debts, and resell it to the buyers at a profit. Venezuela is financially backed by Russia and China, and may be other countries whom Venezuela has befriended with. Hence, he only needs to sort out his administration and Venezuela is good to fly again, or no??

Or Castro went with, the known to fail, command economy, always dependent on a benefactor State. Resulting in catastrophe when before Chávez came to town after the Soviet Union dissolved, they were self-reliant. 
 

BTW, China has given up on Venezuela, no new loans for years.  That kool-aid must be addicting, Venezuela’s best bet is to ask the Chinese to write off an equivalent of Cuba’s debt to them and transfer creditors.  Never gonna happen, the Chinese know Cuba will never be able to pay.  Not that Maduro or the PSUV will either.
