Sounds good in theory, but we prefer to just blow things up! It is easier, cheaper, quicker, and means we can save face. The Asians like to think they have a monopoly on saving face, but we can do it too?

I would suggest that China's share is equal or less than the others, far more than their actual legitimate territorial claim would allow them, as that ends in the Paracel Islands.

The settlement would prohibit Chinese military installations and vessels from entering the area without subordinating command to a joint control of all countries involved. All decisions must be unanimous.

The solution for fusion is neutron free. Which requires mining the moon for the needed Helium 3 isotope. Which is why so much effort is going that way.

Mining the moon for energy is funny.  It takes a huge amount of energy to go to the moon, any form of fuel harvested there would be purely for further space missions and would be ridiculously expensive.

To power US households alone it is estimated you would need 15 tonnes of He 3 per year.  Nobody is hauling 15 tons of anything from the moon back to earth.

in 1900, people thought they would never be airborne in a craft to cross oceans.  in 1940, people thought going to space orbit and back would be impossible.  in 1950, people thought a return trip to/fro the moon would be impossible. in 1960, today's smartphones were sci-fi, anybody remember Dick Tracy?  true, in today's terms, mining 3He+ is sci-fi and so is fusion reactors.  but in 50yrs from now?  who knows?  it might be possible if a certain country were to stop destroying weaker countries and spending all its wealth on a military machine to benefit but a few people. and, assuming that country does not start ww3 and cause the earth to be a nuclear wasteland.

Apparently it is still an ongoing effort and the return trip requires far less energy per lb lifted, so it is not being scrapped despite the obvious hurdles in sending 15 tonnes a year of anything from the moon. I vaguely recall that the plan requires building reactors on the moon to produce the energy to send the cargo to earth.
