They straight out wrote "emissions will decline by between 32% and 43% by 2030" - that is not quitting. They are just not hitting targets and as a result of that people will likely INCREASE efforts - not abandon goals. Imagine you draw up a budget designed to save money for a vacation. Your goal is to save $250/month for a year. However, after a few months you notice that you have only been putting $190/month into the vacation account. Does missing a savings target mean you should abandon the vacation goal? No. Smart people would instead reassess their spending, adjust their behaviour, and then get their vacation in the end.
