Russia should seriously consider it if and when they think their oil and gas will run out. Siberian peat and all other frozen peat bogs can release more methane than we can imagine. It is a major fear of the Climate Change movement. Few see the up side which is a warmer Siberia, Canada, etc. There is more fear over D.C. and other coastal cities being gradually submerged around the world. Our migration is a large factor and our migrants like to reproduce more than our current citizens. We more than tripled in the last 100 years. We have lots of people that want to come to America.
