Brazil Overhauls Mining Laws

Brazil's government is overhauling the mining regulations of the country in a bid to attract more investment and enforce strickter environmental rules. It's interesting becuase these two goals sound mutually exclusive to me.

I think there is a wind of change here. It's happening a lot in Africa right now, too. What African governments view as Western arrogance (mostly in reference to Canadian and US companies) is being written out of mining codes, which is largely going to favor the Chinese, even though the Chinese are not necessarily concerned about the environment.
