I can only speak of me, living in the Bible belt of the USA, but I'd guess that 99% of everybody around here does not recycle. I think they only solution is to monetize recycling. The old "money speaks" doctrine. Around here, most people just do not care. In some counties, littering is absolutely atrocious! You'd think people would not want to trash their own neighborhood.
