US lifting ban on ZTE

The Trump administration is allowing Chinese telecommunications equipment maker ZTE to restart some business activities.The US Commerce Department has temporarily lifted a portion of the ban on ZTE that all-but shut down the company almost three months ago. After paying a $1 billion fine, ZTE has been authorized by the United States to continue supporting much of its already deployed equipment and consumer devices.

So, lawmakers in favor of the harsh penalties argue that ZTE is a national security threat because of its close relations to the Chinese government. They believe the company can provide a back door into American communications. Lawmakers have already taken steps to bar the government from taking federal contracts with ZTE and other Chinese phone makers. The Pentagon has also banned such companies from selling their products on U.S. military bases.

From this, it looks like $1 billion is price for spying on us

The phones are not the scary bits. Blacklisting ZTE locked them out of the 5G market and Trump's reasoning was flawed and the ban most likely would have been overturned by the WTO but ZTE paying shakedown money was more expedient.
