World powers and Iran appeared to make no concrete breakthrough on Friday in talks to provide Tehran with an economic package to compensate for U.S. sanctions that begin taking effect in August.Ministers from Britain, China, France, Germany and Russia met their Iranian counterpart in Vienna for the first time since U.S. President Donald Trump left a nuclear accord in May, but diplomats had seen limited scope for salvaging it. Trump pulled the United States out of the multinational deal under which sanctions on Iran were lifted in return for curbs on its nuclear program verified by the International Atomic Energy Agency (IAEA). Washington has since told countries they must stop buying the OPEC producer’s oil from Nov. 4 or face financial consequences. Speaking after three hours of talks, EU foreign policy chief Federica Mogherini, who chaired the talks, read a statement from the six delegations repeating previously-announced broad priorities ranging from guaranteeing Iranian oil revenue to shipping ties, banking and all other trade and investment co-operation.“Participants agreed to keep progress under close review and to reconvene the joint commission, including at ministerial level, as appropriate in order to advance common efforts,” Mogherini said, adding that all sides were determined to find and implement solutions.

That issue would not be the content of the allegations, but instead one of Jurisdiction and Venue.  Can a US State sue a foreign government in a US Court, alleging damages caused by acts outside US territory?  Interesting question.  Other than the Sovereign Immunity problem, the real issue remains suing an offshore entity for damages from events that also presumably took place offshore.  How does the US extend its reach to claim a right of action?  It sounds ludicrous; yet, the US District COurts have been used in precisely this fashion.  Look at the lawsuits filed in the US District Courts, particularly in New York, against the Swiss Banks by the descendants of Jewish persons killed in Polish prison camps during WWII.  For example, Credit Suisse takes deposits from an Austrian Jewish businessman, who is murdered, and the Austrian children emigrate ot the USA, presumably take American citizenship at some point, and sue Credit Suisse for refusing to return the deposits.  The Bank's defense is that there is no death certificate being presented. Therefore, under the Bank's theory of law, it can simply keep the money.  Which it did!  For itself!  And now you know how the Swiss got rich.  Just lovely.

What this demonstrates is that US Courts take the attitude that any claim anywhere on the planet can be litigated inside the USA, because the US is the world's First Galactic Empire.  The Sith Lords would be proud.
