US May be Prepping Venezuela Oil Sector Sanctions

The US is preparing actions to pressure the Maduro regime in Venezuela, which analysts said could include some oil sector sanctions. 
The actions will not include restrictions on US imports of Venezuelan crude oil, but could include new prohibitions on US light oil exports and refined product exports to Venezuela, analysts said.
US Secretary of State Michael Pompeo indicated that the Trump administration was developing some retaliatory measures against the Maduro regime.

What is really the relation between oil sanctions and the situation of the Venezuelan population? Venezuelans were starving way before the first sanctions were imposed.

The average Venezuelan doesn't matter if there are sanctions or not, since they don't get any benefit from oil revenue anymore. Oil money is used to finance the dictatorship. No country should buy Venezuelan oil because it prolongs the suffering of the Venezuelan people.
