Guyana has a population of fewer than 800,000 and annual GDP of $6 billion but it's got oil, perhaps a lot of it. It's setting up an energy ministry now to handle the future windfalls. Could it escape the oil curse, do you think? after all, it has a great example in neighbor Venezuela of what you shouldn't do but who knows...
