Senior official from the U.S. Africa Command AFRICOM told local media that Islamic State (IS) in Libya may be planning an attack on the country’s so-called Oil Crescent, where its export terminals and many fields are located. Gaddafi may not have been a perfect, however Libya was not the mess that it is now. It is almost impossible to figure out who is controlling what over there. That is why it will always be soft target for IS

ISIS has attacked Libyan oil before, but they don't have the foothold in Libya yet, I don't think, to launch a big enough attack. Depends who they ally with there mostly. That's the game: various militias allied with vying political powers and most of them will use ISIS to help them if it suits them, even if they are enemies.
