Security Flaws Expose PCs. Phones to Hacks

As if the malware and virus scares were not enough for a global hysteria, now scientists have discovered two flaws on microchips that they say leave nearly all computers in the world, plus servers, smartphones, and laptops exposed to hack attacks.

If I got it right  just modern computing device containing chips from Intel Corp, Advanced Micro Devices Inc and ARM Holdings are threatened.

Intel and ARM are currently in the denial phase. They insist that the issue wasn't a design flaw, but they still require users to download a patch and update their operating system to fix.
