Electric Scooters Illegal in the UK?

It seems that electric scooters are illegal to ride on streets in the UK, despite what you're seeing in streets. The Department for Transport classified them as a PLEV (Personal Light Electric Vehicle), meaning they are not powerful enough to be moped and don't have pedals so can't be bikes either and can be used only on private property. In addition, you can't ride them on the pavement because of the nonsensical regulation from 1835 that prohibits anyone from riding a carriage on the pavement. 

This law needs to be amended for sure. Until than, if you embrace this method of travel, you remain at risk of possible arrest and a fine to about $100.

So they classified an electric scooter as a carriage. Interesting.

Maybe to add one of these to the handle?
