Qatar just needs more infrastructure, which they are putting in place, and initiated on a grand scale a couple of years ago. The investments into LNG in Australia over the previous decade are pretty immense.

Takes quite a while to add the compression trains and port facilities for the amount Qatar is gearing up for. The easy part is drilling for the gas. Between Qatar, Australia, & the small potatoes USA export capabilities, and other projects around the world, the competitive market for LNG will become better for countries like Japan. LNG can't compete with piped in natural gas, but geography and international borders effect who can access natural gas.

and their cost of construction is a fraction of that in Australia while wells produce via 9-5/8" or 7" production tubing...

Advantage of Australia - it is not at the Middle East and fields are not shared with Iran
