So it is saying the Saudis are sending empty tankers back to the USA because they are trying to cut production,  and because their heavy grades are less valuable in the USA market anyway due to the WTI being easier to refine into gasoline... 

While at the same time,  cheap, light, USA crude has an improving market overseas......

This looks like the opposite of the Mexican manufacturing situation.....  Usually,  trains from Mexico to the USA come FULL,  and return EMPTY.......... Mexico doesn't import much,  as they have no money......
