Saudi Arabia has plans to produce electric cars. Is it me or are they stretching themselves a little thin?

Too many irons in the fire? Perhaps. But Saudi's are not stupid, and are planning for the day when oil loses prominence. They are already losing sway when it comes to clout. OPEC used to be able to wield that power, and they have come to the realization that they no longer have as much pull. The next logical step is EV, and so they are testing the waters here, I think rather wisely.
