If you think the world needs some oil and refinery diversification then the Gulf is the last place to build these ports. Foreign countries already own over 30% of US refining capacity of which little is needed for actual US consumption. 

This is part of a larger problem that lands the US pretty high on the international corruption list.

Meanwhile back at the ranch, US citizens suck in that extra pollution by the millions driving up healthcare costs while petroleum product foreign consumers marvel at their US counterparts.
