"Electricity Minister, Mohammad Zuheir Kharboutli discussed on Tuesday with Russian Deputy Energy Minister, Kirill Molodtsov means of implementing  agreements signed between Syria and Russia in electricity power field."

I saw report about that, and it's clear how it's a deal with just with one side in Syrian war. "At Russia-engineered Syria peace talks in Sochi, some opposition figures snubbed the conference. Those who did attend, walked out."

Everyone has a "small" part(interests) in Syria today: Turkey, U.S., Russia, Iran also.... Syria is completely torn
