Only option that works is a conflict.  Real or contrived.

Only picture of damage was some scorched ground next to some infrastructure.  Spread some oil on the ground and light it up.  

Satellite photo shows massive black smoke plume outside of to the southeast of complex.  Only torching a storage tank would produce that much smoke.  Storage tank cost 5 million $U.S. and a couple hundred thousand barrels of 2 dollar oil. Nice return on burn.
