BEIJING/MELBOURNE (Reuters) - China, the world's top coal buyer, is on track to boost imports of the fuel by more than 10% this year, traders and analysts said on Tuesday, countering earlier expectations that shipments would be capped by Beijing at the same level as 2018.

China's coal imports have already surged 9.5% in the first nine months of 2019 to 250.57 million tonnes, customs data shows, and at least 18.84 million tonnes of seaborne coal are due to arrive this month, according to vessel-tracking and port data compiled by Refinitiv.

With China typically bringing in about 7 million tonnes more a month on trucks and trains from Mongolia and Russia, total volumes are likely to reach 276 million tonnes well before the end of the year.

Last year's total was 281.23 million tonnes.

"Signs are emerging of a modest recovery in coal import volumes into China, which has led to recent market speculation that the Chinese government may allow a relatively modest uplift in annual imports to around 300 million tonnes," said Whitehaven Coal Ltd, Australia's largest independent coal producer, in a note on Tuesday.

Energy consultancy IHS Markit expects that China may bring in around 320 million tonnes of coal this year.

Some Singapore-based coal traders forecast Chinese coal imports could reach at least 305 million tonnes.

The rise in imports comes even after Beijing has pledged to curb coal use to tackle persistent severe pollution in the world's top energy market.

Last year it took drastic measures to cap its shipments, halting all clearance of coal cargoes at major ports in December, which sent imports plunging to just 10 million tonnes that month, down from an average monthly level of 22 million tonnes.

"Government priority at this moment is to boost the economy ... Relaxing coal imports curb would help maintain a moderate coal price and therefore cut electricity prices in order to reduce energy costs for Chinese enterprises," said Liu Xiaomin, analyst at IHS Markit in Beijing.

Analysts and traders warned that the customs authorities could still take such action however, and said they are closely watching for any change in import policy.

 

"The market is full of uncertainties at this moment. We have to wait until at least the end of October to see if a new policy will come out," said a Beijing-based coal trader with a leading German power company.

IHS Markit's Liu also warned the import policy may be adjusted anytime based on coal prices and the economic situation in China.

Still, buyers have not slowed their purchases, thanks to a large spread between domestic and imported coal prices and increasing demand for the fuel ahead of northern China's heating season that kicks off next month, said three other traders with major power utilities and trading houses.

Port prices for Chinese thermal coal with energy content of 5,500 kilocalories per kilogramme (Kcal) were around 575 yuan ($81.25) a tonne on Monday, while Australian coal of the same quality was sold at $53 a tonne FOB.

Actually, if you only go from existing mines, the number is quite a bit less than my stated 130 tons from my very quick perusal.  It is why I threw out the 60 year number as the predicted coal reserves which mean by normal standards is thought to be a gigantic 260B tons or so.  Your 1750B tons.... I have never seen such a number.  Got a place to find this?  Thanks.  Does China have massive water logged "coal"(lignite)?  I can not see why not.  I know such reserves are not counted in the west(the low grade stuff not the higher), but they exist in vast quantities. 

This very high number: 1.7 trillion tons, I have seen in the article from some mining site, I do not remember.

At the government site  the category for coal is not stated.

I found that 1.7 trillion t amount is category 334-1 of coal resources, so it is resources but reliable category, not potential (334-2) or deductive level (334-3). Total 334 (1,2,3) is about 4 trillion tons. I actually do not know what category 334-1 means for China in respect of recoverability.

I assumed that number 130 billion tons of Chinese coal reserves you've taken from BP statistical report, and in this particular BP report the coal reserves data for Poland, my country relates only to reserves at active coal mines.

I made assumption that BP statistical report presents consistant categories across countries to enable comparison (apples to apples)

This is probably not the case.

So actually I do not know what is the exact meaning of both numbers 130 billion and 1.7 trillion tons.

I am really curious what is the source of 130 billion tons (found only circular references to BP report) In Poland we are used to the notion that coal reserves are actually infinite in comparison to the output, with some mines already open for over 100 years and having reserves for the next 200 years. In China it is definitely not the case.

If China actually HAD this amount of coal, they sure as hell would not be importing it especially when they are in a USD crunch.

So, uh, I call complete BULL SHIT on their 1.7 trillion tons.

1. I would like to know what are the real reserves of coal in China. So again what is the source of 130 billion number ? If BP report nothing wrong I just would like to know.

2. The reason for importing coal is that it is much cheaper than mining coal in China (at least for marginal producers). And import puts less strain on railway network. China is still transporting way too much by road, some of this are transferring on railway track, but coal transport makes railways really congested. China builds a lot of new railways but till they would have about 200 000-250 000 kilometres it is not enough.

2035, coal to still offer stiff rivalry - PetroChina

 

 

SINGAPORE (Reuters) - China's natural gas demand is expected to rise by more than 300 billion cubic metres (bcm) between 2018 and 2035, or 30% of global volume growth, stoked by the country's push to shift to the cleaner fuel from coal, a senior executive of PetroChina <601857.SS> <0857.HK> said on Wednesday.

However, despite the huge growth potential, natural gas still faces stiff competition from coal as a fuel for power generation and heating as China advances low-emission, or so-called "clean-coal" technology, said Ling Xiao, a vice president of China's top oil and gas producer, addressing an industry gathering in Singapore.

Meeting part of that demand surge, gas from Russia's Siberia fields is due to start arriving at the Chinese border from December. That supply, however, is more costly than the domestic wholesale benchmark, meaning PetroChina as the contractual buyer of the gas will incur losses in marketing the fuel, said Ling.

"It's slightly cheaper than central Asian gas but PetroChina will still be making a loss as it (the price) exceeds that of domestic city-gate benchmark rates," Ling told Reuters, speaking separately on the sidelines of the Singapore International Energy Week.

Russian gas giant Gazprom will supply China about 5 bcm of gas for 2020, via the landmark 'Power of Siberia' project, but the full ramp-up to the designed annual capacity of 38 bcm will depend on the cost of gas and how affordable that is to Chinese consumers.

China consumed 280 bcm of gas last year, making up 7.4% of the world's total demand, Ling said.

PetroChina is due to publish its third-quarter earnings later on Wednesday.

For power generation, gas faces stiff rivalry from coal in which China has advanced ultra-low emission coal technology, and from renewables such as solar, while cost of solar power generation has dropped drastically over the past decade or so, Ling said.

For imported gas to be economical versus these competing fuels, the prices end-users, such as power plants, pay at their factory gate shall be capped at 1 yuan to 1.9 yuan per cubic metre, said Ling.

That roughly equals to $3.8 to $7.2 per million British thermal unit (mmbtu).

Since July 2018, Chinese national energy producers have been expanding exploration and development both onshore and offshore, leading to several major discoveries such as conventional gas deposits in the Tarim basin in the northwest and shale gas prospects in Sichuan basin in the southwest.

China could amass a total natural gas supply capacity from domestic fields of nearly 700 billion cubic metres by 2035, Ling said, without elaborating on how much the actual output could possibly reach in that period.
