Iraq Signs Agreement To Build A 70,000-Barrels-Per-Day Oil Refinery

Iraq, OPEC's 2nd largest oil producer, wants to build new refineries as its oil processing capacity was severely curtailed by damage to its largest plant in Baiji, near the northern city of Kirkuk.

Obviously, they try to make step forward after years of war.... Iraq seeks around $100 billion in foreign investment in transport, energy and agriculture as part of a plan to rebuild parts of the country and revive the economy after a three-year war on Islamic State.

Right, but they also are planning to transport Kirkuk oil to Iran by truck. This is going to be interesting. To do that they need to go through a mountainous area near the border with Iran, and there are armed groups operating there. It's a big enough threat that they have to launch an entire military operation to secure this corridor.

I think one of the groups is ISIS-related at least--maybe an offshoot, but the other is probably Kurds (not Iraqi).
