There are thousands of "Dipping Donkeys" but precious few drilling rigs. The ones that are present are mostly in the old "Lost Hills" field, which is near Bakersfield and has been the most prolific shallow oil field in the history of the United States. But the governor of Ca has been pretty vicious on oil drilling. If they set up their own pumps it would be about one dollar per gasoline equivalent GGE.
