Rodent + 1,424 February 23, 2018 I'm not sure I understand. Nigeria canceled a $1.8 billion project to conduct some DESPERATELY needed refinery maintenance. But I don't understand. What is the reasons for canceling it? I mean, the real reasons. They are importing billions in fuel because their refineries are in such disrepair. $1.8 billion is chump change compared to what they must be paying out.
