Russia Ups Oil Production in March

It might not seem like big numbers, but Russia increased its oil production in March from 10.95 million bpd to 10.97 million bpd--the first increase since December 2017. So it's not that they cannot control production and March just got away from it a bit. I see this as a purposeful increase in production.
