Which you obviously don't want to get. The difference between being open and closed is negligible in transmission. We are at the granularity limit of the database. Short of daily testing of everybody in the county, you can't get better data. The population density does matter to transmission rates - but for rational separation of high risk individuals it means nothing. You want herd immunity, not to wait for a hoped for vaccine. Other than self quarantine or PPE for the high risk groups there never was a reason to act after the reduction of flights from hot spots, and basic masks for high transmission conditions like subways to reduce transmission rates but continue building herd immunity. The people at high risk should have been informed by their doctors and media since late February when mortality numbers started coming out to confirm Chinese numbers in Japan, Korea, Taiwan etc. They and their households could have taken precautions. Germans gave us a study of reduction of transmission by use of masks in late Febr, if memory serves. Instead, the bureaucracy only went from "its a flu" to "its the end of the world" at that point I would have put the medical officialdom in the basement looking over autopsy records and find a new group of experts to take their jobs.
