Is BPL a buy?

One of the midstream companies I've been following for a while has continued to plunge.... but offers a juicy dividend.

Check out this comparison graph of BPL vs. SSOF.  I think the best play would be to buy SSOF now and wait until BPL starts going up before buying.  P/e ratio on SSOF is only 5.2 with a forward p/e ration of 2.8 - BPL has a nice p/e as well at 11.
