Who Will Make Most of WTI-Brent Spread?

I'm looking at Philips 66 as one way to play the WTI-Brent spread right now, at an $8 differential.  The refineries must love this.

I think that shipping companies that use oil tankers to export oil from the USA will benefit. The higher the spread, the more demand there is for USA to export its oil to take advantage of the spread.
