Will Texas "reform" it's energy market?

With the events beginning February 15 due to the unusual weather, is there any chance that Texas will change the way energy is bought and sold?

The dramatic spikes in prices for energy only benefit the suppliers who were able to supply.  Consumers do not seem to benefit.  

Perhaps this event will "fade into the news cycle", however the legal actions ( and constituent anger) that are emerging may override lobbying, and should definitely keep it in front of politicians.

If you feel changes are required, what you you do if you could affect that change?
