Adults pay their own way but each Sheriff will have an armory sufficient to equip a large portion of the county's population. Require broad gun distribution as a condition for membership in NATO. It has no victims. It allows the population of a NATO member nation to protect itself against invaders and mount a resistance if their military or political leaders fail to protect the country. The vast majority of gun uses are defensive. Delivering guns to a nation's population is not a crime as it is a universal right to have firearms. Nobody has to take the gun or keep it. There is no intimidation or coercion involved. Just the enforcement of the right to be free to carry firearms that is being infringed by illegal legislation in those countries.
