Once, going 40 in a 30 zone, a minor infringement caught by a waiting policeman on a downslope. Another occasion I got measured by a waiting policeman in the same type of situation, but I braked before he clicked the measurement gun and he waved me on when I tried to pull over to get the ticket, he called out "You're lucky!"

You comparing that to violent break and enter?

Depending on the jurisdiction, examples of misdemeanors may include: petty theft, prostitution, public intoxication, simple assault, disorderly conduct, trespass, shoplifting, vandalism, reckless driving, indecent exposure, and possession of cannabis for personal use.

I don't see violent looting on that list, but it looks like they are scaling back in California and forbidding anyone from interfering with a violent looting in progress.

Oh I read it quite well..7 trillion in subsides..The sheer obfuscation is beyond reasoning. Startling to its very core. Desperation last call..7 Trillion must be messaging from the Biden admin.

and not a penny on safeguarding the wind or sun........

Perhaps set your standards higher than China, India or developing nations?  Or should we mimic the poor because it is most cost effective?

California is not the leader in any transition, no one seems to be following the lead they have given on EVs,
