That is not a European Crisis. That is a Kosovo homemade Disaster. End of 2020 Kosove shut down the Power delivery from Serbia which worked for decades. They moved to Albania as Power Provider besides 2 Coal Power Station in Kosovo.

Kosovo is not a Country an incompetent region organized by US and EU but nothing works there. I don't feel for them, in many ways the work like the Ukranians.

Kosovo is one of many Nations with district heating. Single digit temperature are cold for them. Most houses lacks proper heating systems.
