A host of governments introduced programs designed to encourage solar but went overboard with the incentives, thanks to activist urgings. Then they were surprised at the response to the opportunity to make money at theĀ expense of taxpayers/electricity consumers. But in Australia the schemes were set up so that families did not make such huge commitments - the domestic solar program was limited to small installations - and, when the concessions became unsustainable, they were cut back rather than chopped. The programme was closed to new entrants and so on. The Spanish socialist government seems to have messed-up the design of this solar programme and then walked away from its commitments, at least to judge from the clip.
