 Russia has long been a thorn in the side of any and all attempts by the U.S. to adopt a constructive realignment of its relationship with Iraq. Iraq’s Oil Ministry is proposing the creation of a Kurdistan National Oil Company under the federal ownership of the government in the south of Iraq. Kurdistan’s regional government may be set to lose authority over its heavily Russian-dominated oil industry.
