China Won't Put Tariffs on US Oil, but Importers Still Not Buying

I see that China took oil off it's list of tariffs for US imports, but data shows that Chinese refiners are still staying away from US crude, though the news was only last week and might not have caught up yet to the reality. Still, no tankers bound for China have loaded crude from the US since the start of this month. But in June/July they were loading 300,000 bpd. Anyone have any insight on this?
