Or so says IHS Markit. These guys have been very optimistic about U.S. oil recently, I notice. Could those barrels really be extracted at low enough costs? That would certainly be good news for the Pacific Northwest that's now forced to accept Russian oil (as the old Soviet joke went, paraphrased, "We take it but we're disgusted").
