Rehabilitation, level of jail, simple cheap incarceration, Supermax, the workforce (public prisons are the best paying gig for the average joe/Jane in some areas, the prisoners), or economic efficiency (private does not always yield efficiency, see USA, verses rest of the world in medicine).
