In those situations, we elect governments to regulate such behavior by attempting to inform those tourists, or penalizing such behavior. Such types of laws are part of every democracy in different areas that have an effect on economics. There is no rational purpose for the CO2 regulations, the government needs to step up and explain what they are attempting to accomplish and why. Not good enough to just wave your arms and spout about "democracy". Democracy can be subverted by panic-mongers and unprincipled politicians, it takes time for public debate to overturn rogue political movements. Germany elected a rogue government in 1933 which came to power in a calculated panic campaign. It can happen.
