20,000 oil drilling permits seems correct.

PERMITTING OF NEW WELLS
In California, a primary way the oil industry is enabling new barrels of extraction is by drilling new production wells. Under Governor Jerry Brown’s administration, the California Division of Oil, Gas, and Geothermal Resources (DOGGR) has issued more than 20,000 permits to oil companies to drill new wells, including both production and injection wells. One of the simplest steps the state can take to limit fossil fuel production would be to stop issuing permits for the drilling of new oil and gas wells.
