Saudis and Russians both of them are boasting about their capabilities on oil production. If the world needs energy security then  the politics in middle east should change. They end up realizing the zero iranian exports goal can't be achieved. Therefore giving waivers is better than having to admit the sanctions are not applied by many asian countries.
