here's a suggestion: just cancel the bloody thing already and see what they'll jump on next. Seriously, it sounds like so many people forget or ignore the fact there is already a pipeline there. Actually, now that I said it, perhaps they shouldn't cancel the expansion, lest the green crowd starts on the existing pipeline.

The green crowd does know it's there and that's why they don't want another. The first leaks all over the place.
