Western Canada Select traded at Hardisty is at record differential to WTI up to $50 vs. Normal differential of 5-10.  I expect that someone is making big profits on the differential but not sure who.  Alberta claims to be losing billions due to the lack of pipeline capacity so who is getting the differential?  My guess is that the companies that own capacity on the pipes on long term contracts are the beneficiary but have no data to base this on. Another guess is that the pipeline companies are cashing in on reselling capacity as contracts lapse.   Can someone point me to a source of information on this?
